Bis 2030 sollen Ma\u00dfnahmen mindestens 20 Prozent der Landfl\u00e4che und 20 Prozent der Meeresfl\u00e4che der Union abdecken. Dabei geht es um weit mehr als neue B\u00e4ume.<\/strong><\/p>\n<p>Der <strong>1. September 2026<\/strong> war ein wichtiger Termin f\u00fcr Europas Natur: Bis dahin mussten die Mitgliedstaaten der Europ\u00e4ischen Kommission die Entw\u00fcrfe ihrer nationalen Wiederherstellungspl\u00e4ne vorlegen. Darin soll deutlich werden, wie aus der Nature Restoration Law konkrete Ma\u00dfnahmen vor Ort entstehen. Die Kommission bezeichnete diesen Schritt als wesentliche Etappe der Umsetzung.<\/p>\n<p>Aus dieser Frist l\u00e4sst sich allerdings noch keine Bilanz neu entstandener W\u00e4lder oder renaturierter Fl\u00fcsse ableiten. Zun\u00e4chst m\u00fcssen <strong>europ\u00e4ische Ziele in \u00fcberpr\u00fcfbare nationale Programme \u00fcbersetzt werden<\/strong>: mit Ma\u00dfnahmen bis 2030 und einer strategischen Perspektive f\u00fcr 2040 und 2050. Erst die Umsetzung wird zeigen, welche Ver\u00e4nderungen tats\u00e4chlich gelingen.<\/p>\n<p>Wie gro\u00df der Handlungsbedarf ist, zeigt die Auswertung der Europ\u00e4ischen Umweltagentur f\u00fcr den Berichtszeitraum 2013 bis 2018: Bei <strong>81 Prozent der Bewertungen gesch\u00fctzter Lebensraumtypen<\/strong> in der EU war der Erhaltungszustand unzureichend oder schlecht. Nur 15 Prozent entfielen auf einen guten Zustand.<\/p>\n<h2>Was die Nature Restoration Law tats\u00e4chlich verlangt<\/h2>\n<p>Die EU-Verordnung zur Wiederherstellung der Natur gilt seit August 2024. Sie erweitert den bisherigen Ansatz im Naturschutz: Wertvolle Lebensr\u00e4ume zu bewahren bleibt unverzichtbar. Hinzukommen muss jedoch die <strong>Erholung bereits gesch\u00e4digter \u00d6kosysteme<\/strong>.<\/p>\n<p>Das \u00fcbergreifende Ziel lautet, bis 2030 Wiederherstellungsma\u00dfnahmen umzusetzen, die unionsweit mindestens 20 Prozent der Landfl\u00e4chen und mindestens 20 Prozent der Meeresfl\u00e4chen erfassen. Bis 2050 sollen die Ma\u00dfnahmen alle \u00d6kosysteme erreichen, die einer Wiederherstellung bed\u00fcrfen.<\/p>\n<p>F\u00fcr bestimmte Land-, K\u00fcsten- und S\u00fc\u00dfwasserlebensr\u00e4ume in nicht gutem Zustand nennt die Verordnung zus\u00e4tzliche Etappen. Bis 2030 m\u00fcssen Ma\u00dfnahmen auf mindestens <strong>30 Prozent der entsprechenden Fl\u00e4che<\/strong> erfolgen; f\u00fcr 2040 und 2050 gelten weiterf\u00fchrende Vorgaben nach den Bestimmungen der Verordnung.<\/p>\n<p>Entscheidend ist dabei das Wort \u201eMa\u00dfnahmen\u201c. Die Prozentwerte bedeuten nicht, dass 2030 bereits ein F\u00fcnftel Europas vollst\u00e4ndig in einen idealen Naturzustand zur\u00fcckversetzt sein muss. Sie beschreiben, auf welchen Fl\u00e4chen die vorgesehenen Schritte stattfinden sollen.
