Bis 2030 sollen entsprechende Ma\u00dfnahmen mindestens 20 Prozent der Landfl\u00e4chen und 20 Prozent der Meeresfl\u00e4chen der EU umfassen. F\u00fcr \u00d6sterreich richtet sich der Blick dabei auch auf Fl\u00fcsse, Moore und Kulturlandschaften.<\/strong><\/p>\n<p>Am <strong>1. September 2026<\/strong> endete die Frist, innerhalb derer die EU-Mitgliedstaaten ihre Entw\u00fcrfe f\u00fcr nationale Wiederherstellungspl\u00e4ne an die Europ\u00e4ische Kommission \u00fcbermitteln mussten. Diese Dokumente sollen festhalten, wie die Vorgaben der Nature Restoration Law vor Ort umgesetzt werden. Die Kommission ordnet die Vorlage als wichtigen Umsetzungsschritt ein.<\/p>\n<p>Damit ist noch keine neue Landschaft entstanden. Der Termin markiert vielmehr den \u00dcbergang von gemeinsamen Verpflichtungen zur konkreten Planung. Gefragt sind nachvollziehbare Programme bis 2030 sowie ein l\u00e4ngerfristiger Ausblick auf 2040 und 2050. <strong>Ob die Natur davon profitiert, entscheidet sich anschlie\u00dfend in der Praxis.<\/strong><\/p>\n<p>Der Ausgangsbefund ist ernst: In der EU-Auswertung zum Zeitraum 2013 bis 2018 entfielen 81 Prozent der Bewertungen gesch\u00fctzter Lebensraumtypen auf einen unzureichenden oder schlechten Erhaltungszustand. Lediglich 15 Prozent lagen im guten Bereich. Diese Zahlen der Europ\u00e4ischen Umweltagentur machen deutlich, warum der Schutz noch intakter Gebiete allein nicht ausreicht.<\/p>\n<h2>Was hinter dem europ\u00e4ischen Renaturierungsgesetz steckt<\/h2>\n<p>Die seit August 2024 geltende <strong>EU-Verordnung zur Wiederherstellung der Natur<\/strong> verbindet den Erhalt bestehender Naturwerte mit der Aufgabe, beeintr\u00e4chtigte \u00d6kosysteme wieder funktionsf\u00e4higer zu machen. Der h\u00e4ufig verwendete englische Name Nature Restoration Law bezeichnet diesen gemeinsamen Rechtsrahmen.<\/p>\n<p>Bis 2030 sollen Wiederherstellungsma\u00dfnahmen unionsweit zumindest 20 Prozent der Landfl\u00e4che und zumindest 20 Prozent der Meeresfl\u00e4che abdecken. Die langfristige Zielmarke reicht bis 2050: Dann sollen alle \u00d6kosysteme einbezogen sein, die Wiederherstellung ben\u00f6tigen.<\/p>\n<p>Daneben gibt es Vorgaben f\u00fcr einzelne Lebensr\u00e4ume. F\u00fcr bestimmte Land-, K\u00fcsten- und S\u00fc\u00dfwasserlebensr\u00e4ume, die sich nicht in gutem Zustand befinden, m\u00fcssen bis 2030 auf mindestens <strong>30 Prozent der betreffenden Fl\u00e4che<\/strong> Ma\u00dfnahmen gesetzt werden. Weitere Stufen folgen 2040 und 2050 nach den Regeln der Verordnung.<\/p>\n<p>Diese Fl\u00e4chenziele sind sorgf\u00e4ltig zu lesen. Sie besagen, wo Ma\u00dfnahmen wirksam werden sollen, und versprechen keine vollst\u00e4ndig abgeschlossene Erholung bis zum Stichtag. Ein Moor braucht Zeit, ein Wald ebenso.
